As of February 1, 2011, the city had an estimated population of 34,470, with 14,140 households, and a population density of 163.01 persons per km². The total land area is 211.45 km². The modern city of Tōon was established on September 21, 2004, from the merger of the towns of Kawauchi and Shigenobu (both from Onsen District).
